Often these terms are used interchangeably, however there is a difference:
A reference list only contains the resources you have actually referred to in an assignment. So each resource would be cited in your assignment.
A bibliography, on the other hand can include all resources consulted for the assignment, but not all are necessarily cited. Some faculties require a bibliography to be annotated as well.
