Perpetual licenses for eBooks provide permanent access to a specific title. This means that the library owns the license permanently after purchase.
In contrast, Ebook subscription's typically require ongoing payments and only provide temporary access to a selection of titles for a specific period of time.
Perpetual licenses ensure long-term availability, whereas subscriptions to eBooks may expire and no longer be accessible if the subscription ends. For the library to purchase an eBook, it needs to be a one-time outright purchase with perpetual and institutional access.
